Project details:

The key objective of assignment was the evaluation of Climate Change Adaptation in North Eastern region of India, which has contributed in enhancing economic, environmental and social conditions within the implementation sectors in the face of changing climate.

CCA-NER is an Indo-German development project financed by the German Ministry for Economic Cooperation and Development (BMZ). The program aims “To strengthen adaptive capacities of target groups, therewith reducing their vulnerabilities to climate change in a target-oriented manner”. The program is being implemented in the states of Meghalaya, Nagaland and Sikkim representing different geographical and bioclimatic zones of the eastern Himalayan Biodiversity Hotspot with rural population as the target group, which is being strengthened for adapting better to the likely consequences of climate change.

Key areas of activities of the CCA-NER program are as follows:

  1. Implementation of state action plans on climate change along with support at policy levels.
  2. Greening of value chains by climate proofing them and integrating them into a green economy.
  3. Knowledge management at state and regional level to support policy and service delivery decisions.
  4. Capacity building including creating awareness and training of government officials, service providers and communities.

The methodology for the evaluation of the CCA-NER program was undertaken at three levels viz.

  • Document Review – At this level the assessment team collected primary and secondary level data regarding the CCA-NER Program and its implementation.
  • Stakeholder consultation – was carried out to assess the response of all identified stakeholders to the effectiveness of the CCA-NER Program.
  • Field level assessments – Based on the information obtained during the secondary data collection, team identified 12 specific activities being undertaken under the CCA NER program for evaluation and conducted field assessment to verify the physical achievements of the projects as described in the records.
  • Reporting- A report was generated based on the field visits, stakeholder consultations and secondary data collected.

Specific program components evaluated by GICIA under the CCA-NER program were:

  • Preparation of village water security plans in Tendong Hills, Sikkim
  • Integrated Water Resource Management, Upper Umiam River basin, Meghalaya
  • Drinking water and Sanitation, Mawlyngbna, Meghalaya

      Regeneration and conservation of oak forests, Sikkim

  • Preservation of biodiversity and culture, KabiLungchok Sacred Preserves, Sikkim
  • Disaster preparedness management plan, Sikkim

        Eri Peace Silk in Meghalaya and Nagaland

  • Trout farming, Meghalaya
  • Training on oak Mapping/satellite remote sensing, Sikkim

During the evaluation of the CCA-NER program the assessment team, focused on the achievements in terms of financial achievement and physical achievement as prescribed by the funding and implementing agencies in terms of milestones for the program activities. In addition to this gender parity and social equity analysis of the CCA-NER programs were also conducted in conjunction with the evaluation activities. As an outcome of the assessment, bottlenecks were identified within the program and recommendations were provided for the betterment of the same. Further, the assessment team also provided its suggestion regarding the cross-fertilization of the programs within the ambit of CCA-NER for an integrated approach of the operations.  

Description of actual services provided by your staff within the assignment:

  • To ascertain as to how effectively the states has been able to achieve the aims and objectives of the program.
  • To assess the progress and implementation of the various activities that has been planned under the program as adaptation measures.
  • To identify the major bottlenecks in the implementation of the Programs in the States.
  • To ascertain the necessity for continuing the program in the states and if need be, to expand the scope of the program.
  • To ascertain as to how effectively the technical support provided by the GIZ under the CCA – NER Program has been utilized by the State implementing agencies in achieving the aims and objectives of the project.
  • To ascertain whether any modification in the objectives, strategies or priorities of the program is called for.
  • To suggest specific measures for improving the implementation of the program.
