Description of services:

  • Comprehensive overall assessment including quantitative and qualitative aspects on the growth and availability of these species.
  • Assessment of availability, distribution and yield of Agarwood and Bamboo in non-forest areas.
  • Assessment of industry and trade of Agarwood and Bamboo products and bye-products.
  • Assessment of Trade, Skilling, Promotion, Investment and Government Policy related to cultivation and trade of Agarwood and Bamboo.

Bamboo

Bamboo is one of the fastest growing plants with ability to survive in a wide variety of climatic and edaphic condition. Bamboo has become an important trade commodity globally providing direct or indirect livelihood support to about 2.5 billion people. The female population makes up majority of the rural workforce in this sector.

This project provides detailed information on the following parameters:

  • Bamboo resource in Non-Forest areas of Assam
  • Survey of bamboo-based Industries and assessment of Trade.
  • Analysis of Bamboo Business policies in Assam

Agarwood

Agarwood is one of the most prized non-timber forest products traded in the international markets for high class perfumery as a fixative and in religious, medicinal and aromatic preparation. Agarwood trade is controlled through CITES and EXIM policy of India.

This project provides detailed information on the following parameters:

  • Agarwood resource in non-Forest areas of Assam
  • Survey of Agarwood based Industries and assessment of Trade.
  • Analysis of Agarwood Business policies in Assam

Objective
The objective of the project was to carry out performance evaluation of activities carried out by Assam Forest Department under CAMPA Scheme for the period of 2014-15 to 2016-17 in whole of the Assam State.

CAMPA funds are meant to promote afforestation and forest regeneration activities as a way of compensating for forest land diverted to non-forest use.

 

The state CAMPA shall seek to promote:
a. conservation, protection, regeneration, and management of existing natural forests
b. conservation, protection and management of wildlife and its habitat within and outside protected area including the consolidation of the protected areas
c. compensatory afforestation
d. environmental services, which includes
e. Research, training, and capacity building

 

Project area
Whole of Assam state constituting of Territorial and Wildlife areas. The key activities under the assessment were Nurseries, Plantations, Infrastructure, Roads, and Training/Capacity buildings etc.

Objective:

Name of Client: Assam State Forest Department (Golaghat Forest Division)

Objective:

The objective of the project was to identify viable interventions under the submissions and cross-cutting strategies of the National Mission for Green India, in the identified landscape and to prepare micro plans for each of twenty JFMCs (Joint Forest Management Committees) and a perspective plan for a period of 5/10 years which can address the climate change adaptation and mitigation issues in the identified landscape.

Project area:

The project was undertaken in Assam state to provide consultancy to the Assam forest department in preparation of the GIM plan document. The project was started as a pilot project in Golaghat district which lies in the upper Brahmaputra regime and is located between 25°47’N to 26°55.4’N Latitude and 93°16.8’E to 94°10.8’E Longitude. The baseline study was carried out in L3 landscape which comprises of twenty Joint Forest Management Committees (JFMCs).

Description of services provided within the assignment:

  • Sensitization and Capacity building exercises for forest deptt. officials and JFMC members
  • Stakeholder mapping and consultation at national as well as regional levels
  • Baseline survey using Participatory Rural Appraisal (PRA) exercise

Elephant Project

Objective:

The objective of the project was to carry out performance evaluation of Centrally Sponsored Scheme ‘Project Elephant’ for period of 2007-08 to 2011-12 in the four Wildlife Divisions of Meghalaya viz. Khasi Hills Wildlife Division, Jaintia Hills Wildlife Division, East & West Garo Hills Wildlife Division and Balpakram National Park Division.

Introduction:

Project Elephant was launched in 1992 by the Government of India, Ministry of Environment and Forests (MoEF) to provide financial and technical support of wildlife management efforts by states for their free ranging populations of wild Asian Elephants.

Project area:

The state of Meghalaya, lies between 25° North and 26° 10′ North latitude and 89 °45′ East and 92°45′ East longitude and covers an area of 22,429 km2. The main project area is located in the four wildlife divisions of Meghalaya viz. Khasi Hills, Jaintia Hills Wildlife Division, East & West Garo Hills Wildlife Division and Balpakram National Park Division. The project area was basically a hilly terrain with widespread vegetation cover.

Climate Change Adaptation

Objective:

The key objective of assignment was the evaluation of Climate Change Adaptation in North Eastern region of India, which has contributed in enhancing economic, environmental and social conditions within the implementation sectors in the face of changing climate.

CCA-NER is an Indo-German development project financed by the German Ministry for Economic Cooperation and Development (BMZ). The program aims “To strengthen adaptive capacities of target groups, therewith reducing their vulnerabilities to climate change in a target-oriented manner”. The program is being implemented in the states of Meghalaya, Nagaland and Sikkim representing different geographical and bioclimatic zones of the eastern Himalayan Biodiversity Hotspot with rural population as the target group, which is being strengthened for adapting better to the likely consequences of climate change.

  • Specific program components evaluated by GICIA under the CCA-NER program were:
  • Preparation of village water security plans in Tendong Hills, Sikkim
  • Integrated Water Resource Management, Upper Umiam River basin, Meghalaya
  • Drinking water and Sanitation, Mawlyngbna, Meghalaya
  • Regeneration and conservation of oak forests, Sikkim
  • Preservation of biodiversity and culture, KabiLungchok Sacred Preserves, Sikkim

  • Description of services provided within the assignment:
  • To ascertain as to how effectively the states has been able to achieve the aims and objectives of the program.
  • To assess the progress and implementation of the various activities that has been planned under the program as adaptation measures.
  • To identify the major bottlenecks in the implementation of the Programs in the States.
  • To ascertain the necessity for continuing the program in the states and if need be, to expand the scope of the program.
  • To ascertain as to how effectively the technical support provided by the GIZ under the CCA – NER Program has been utilized by the State implementing agencies in achieving the aims and objectives of the project.
  • To ascertain whether any modification in the objectives, strategies or priorities of the program is called for.
  • To suggest specific measures for improving the implementation of the program
